Why doesn't technology make a Smart City? Because cities are dynamic entities where there are people who must live in harmony with the environment. If the focus on citizens and the environment is lost and the interests of a few are put first, sooner or later, it will all come to an end.
Venice does not need a "Smart Tourism" solution.
Leadership, Vision, Governance, Citizen Engagement, Transparency, Plan, Strategy, Monitoring.... and then, how technology (as one of the main allies) can help to achieve all of the above. And so we build Smart Cities.
